CCDW photos and secretive county officials
Apparently, the Kentucky State Police won’t accept “digital photos” with an application for a CCDW permit to carry a concealed deadly weapon.
I say “apparently” because I haven’t had a chance to talk with anybody from KSP yet and I can’t find written confirmation of this supposed policy anywhere online. However, I’ve seen the matter discussed in the forums on Packing.org and a friend who’s also a photographer said a woman working in the Taylor County Sheriff’s Office yesterday told him this is their policy.
Most interesting, however, is my friend’s allegation that the woman in the sheriff’s office claimed this rule was issued by the state and the S.O. had been given paperwork to that effect, but she wasn’t allowed to show him the alleged paperwork.
If the state issues paperwork and the sheriff’s office has that paperwork, then the sheriff’s office is legally required to show the paperwork to anybody who wants to see it, with very few exceptions. If the paperwork is legally exempt from the Kentucky Open Records Act for some reason, then the office is legally required to provide the requester with a valid reason for the exemption.
Something stinks here, and I’d like to get to the bottom of it.

I’m not surprised by this. The Post Office won’t accept anything BUT a photo they take ( which, of course, costs extra…) for a passport.
